Bluey white patch on dogs eye?

Sounds like a cataract to me. I work at a humane society so I have seen this often, even my dog has them. Nothing extreme. They can usually be removed by a vet easily and for a small price. At my vet office it usually runs around $200 which isn't that bad if you want your dog to be able to see. LOL. I hope this helped and best of wishes. I suggest you take the dog to the vet ASAP.
