When will passports and/or visas include fingerprints?

So instead of the FBI spending 2 million dollars to capture James "Whitey" Bulger and/or his girlfriend. The money would be used to - oh, I dunno - build a park for children, etc. Seems like a simple thing for governments internationally to require fingerprints on passports/visas. When fingerprints are on file, it would certainly limit the movement of fugitives.
